Tracked time turned into billable value, held for review before it goes out. The leak between hours worked and hours billed: a weekly timesheet, unbilled WIP by client, a draft invoice a person adjusts, and utilization by person, so nothing chargeable slips.
Try it: toggle an entry between billable and non-billable, open a client in Unbilled WIP to draft an invoice, apply a write-down, then hold it for review. Nothing is billed or sent.
